Bush Administration Violated Rules, GAO Letter Says

In a letter to Senator Frank Lautenberg and Senator Edward Kennedy, as well as other reports, the Government Accountability Office determined that the Bush Administration failed to follow the law when it paid columnist Armstrong Williams and prepared other materials intened to procure favorable coverage of its education policies, including the No Child Left Behind Act.
